I will recommend it and say what happens to the address. Nothing is removed without a redirect decision, because an address with links pointing at it is worth something even when the page is not.
Then do this first. A redesign is the cheapest time to merge and retire pages, because the structure is being decided anyway and every decision here becomes a line in the redirect map.
